Why Server RFPs Fail Before the Vendor Responds

The most expensive mistake in enterprise server procurement is not priceit is a specification sheet written before the workload was defined. Procurement teams copy a config from last year’s quote, addfuture-proofadjectives, and send it to five vendors. The result: five different chassis, five different memory topologies, and a 30% price spread that has nothing to do with value.

A workload-first RFP changes the conversation. You describe the job – 2,000 VDI desktops at 60 IOPS each, ある 500 TB object store, an inference pipeline serving 40 concurrent LLM requestsand vendors propose the platform. The RFP Decision Framework: Three Filters

Every server requirement should pass three filters before it reaches a specification. If a requirement survives all three, it earns a place in the RFP.

The 8 Spec Questions Every Server RFP Must Ask

1. What is the workload’s scaling modelscale-up or scale-out?

Scale-up workloads (SAP ハナ, large in-memory databases) need 4-socket or memory-rich platforms. Scale-out workloads (VDI, Kubernetes, object storage) want density per rack unit and predictable per-node cost. 4. GPU: power envelope, cooling, and form factor?

An RFP that sayssupports GPUproduces useless bids. Specify: accelerator model (L40S for inference, H100/H200 class for training), power class (e.g. 450W double-width), and how many. A 6U 8-GPU XE9680 demands a different rack plan than a 2U server with one 450W GPU. If total GPU power exceeds roughly 40 kW per rack, liquid cooling stops being optionalstate the cooling method in the RFP or expect failed quotes.

5. ネットワーキング: OCP slots, PCIe Gen5 lanes, and NIC bandwidth?

Modern servers ship with OCP 3.0 slots and PCIe Gen5 lanes that are only useful if the RFP says what they connect to. 100GbE NICs (e.g. Intel E810 class) need 16 Gen5 lanes each; NVMe-oF needs RoCE support. Ask for: number of OCP slots, PCIe Gen5 x16 slots, and the NIC the vendor will provision by default.

Power at $0.12/kWh over 5 years roughly equals 40-60% of a server’s purchase price. A 2U node at 800W costs ~$4,200 in electricity alone over 60 months. The RFP should ask vendors to quote typical operating power at your load profile, not nameplate maximumthat single number separates honest bids from box-pushing.

Five Actions Before You Send the RFP

  • Describe the job, not the box. Write workload statements with measurable targets; let vendors propose platforms and defend them.
